Hm, that’s surprisingly a good way to choose a leader. Most of us will prefer someone near perfect that excel in all fields because we tends to only care about the leader, not the staff. However choosing less perfect person but knows where he lacked and able to create a team of capable people will easy the job and makes it done faster rather than expecting one person to handle all of it. A good country is actually managed by good government (a team) not by good leader alone.
