Could be that it’s vilified by some who don’t know any better. I remember in another story I read then the sibling who looked different from “traditional” traits would get sacrificed as a means to give the other one a power boost. Could be someone in the family invented a story about black hair being “cursed” as reasoning back in the day so the tradition stuck even if they family have forgotten the root cause over time.
Meanwhile the royal family knows about such traits because royalty wants to consolidate or maintain power, so knowing traits to look out for in potential threats or talent would likely be closely kept secret.
