No I don’t think she ever intended to let people die. It’s not about true love. She’s just trying to show them that they can’t control her anymore or ask her to go to battle for them without any compensation. The whole true love things is probably about them not forcing her to marry some random person. As she stated before, her father uses his daughters for political gain.
