The emperor is a woman, with primarily male concubines (presumably to make heirs). HOWEVER, the 7 MAIN families must send a family member to join the harem. This is just political, and does not mean the emperor will sleep with all of the concubines. (seriously there’s so many of them)
It’s just a way to hold power over your main political opponents, really.
