Honestly, the existence of the people outside of the scenes I feel depends on your understanding of intuitive leaps and belief of whether it would continue to hold true inside of a written novel other than just your own perception outside the novel. For there to be a Crown Prince, Emperor, etc. of a kingdom (Major people that were mentioned), it is generally accepted there would also be other citizens of for those people to rule over. Us reading the story would make that intuitive leap, but does writing it automatically create that relationship if you were to be inside the story?

Actually, that should be inference, we all generally infer that when a kingdom is mentioned and the rulers of that Kingdom are mentioned that there would obviously be subjects to that Kingdom even if we’re never actually introduced to all of them
