I wonder. Is this fellow the first born in this world with memories of another life, in a different universe? Or is that a thing that happens from time to time, and eventually someone will understand what he is, and why he is so more mature than anyone else at his age?
The second being the case, will they judge him as a cheater? Or is actually fine to hide such an important piece of information?
If we had people like that, being born with memore of an entire life and structured personalities. How we would consider them? For instance, would they be considered pedophile if they happened to date people bellow 18, when they are themselves bellow 18 in this world (but older in total)? Would we make them go trough basic education, or give them some fast class in how our world works and let them show what skills and knowledge they have? (perhaps we could advance science and technology, learning from someone who came from a Universe with similar physics and more advanced tech?) . Would we fear they moral values may be too distant from what we consider acceptable?
