Okay so it was the dragon/wizard that made the soul stones or he made it possible for the original FL. I can see why if she was suppose to be his soul mate. He would have done that for her to get her consent. But it didn’t work cus she already loved the Emperor. Thus making him side with the villain. Its only a theory.
