   I think, The dean put the so called helping spell, (more like a suppresion spell mix with draining.) on FL, is the so called missing dragon, or the emperial family is has the dragon, and is using the dean as a safety net to catch and suppress any mages that could be or become a threat to the dragon.
   I Hope the dean is not what i think, but so far all he has said and done, points to what i think.
