Norra’s father is acting rational but he is too harsh. For the safety of The commoner children he had to show them harsh attitude because if he treated them with respect they would’ve come back and god knows what would happen if the fuckinggrandpa met them. He has warned Norra too about stop befriending commoners since he thinks its dangerous for him. However he has been very harsh and doesn’t even tries to understand his sons indifference towards him. We all know that Norra’s father is a good person with how he treated and respected Shuri but he doesn’t needs to pass the generational trauma he got from the grandfather to Norra.

Abuse cycle is a vicious thing, Norra’s father is caught up in it. I’m not excusing his behavior, the fact he had dared to he violent towards his kid is not a thing that can easily be excused, but we can see that this is him doing the kind of parenting he was taught. His father was bad, he’s being bad, and I’m just glad Norra doesn’t seem to be following this path, but we can see Norra’s father can be nice, to his wife and to Shuri up until now, and he protected (in his own way) those kids. He’s not a villain.
